Is Earth’s Van Allen belt an alien force shield?

Apparently, some theorists posit that Earth’s Van Allen radiation belt might be an advanced extraterrestrial technology designed to protect us from hostile alien weapons as well as all that harsh ‘space weather’. Well, that doesn’t seem very likely now, does it?
